You need to buy a shovel from kuririn. Then you go to digging spots around town and click and flick your controller to dig up rocks. Then go to one of the mayor assts to refine the rocks into metal.

You have to take stones to Maisan at the town hall and he will turn them into metal. 5 stones = 1 metal.
