Question for Harvest Moon: Tree of Tranquility

I keep getting perfect wool except of Shiny wool and I have like 2 sheep and both of them 10 hearts and I brush them and hand feed them and take them outside but I still can't get shiny wool

Have you tried to talk to them? If not, talk to your sheep more frequently.
If that doesn't work, do what others do, which takes a bit of patience:
Save the game right before you shear it, and reset again and again until you get it.
