Do you have Anissa at 8 hearts? If you don't, that's why she keeps rejecting you.

I believe that she must be at 9 or 10 hearts before she will accept. Also she gave you a challenge at 5 hearts. The challenge must be completed before she will accept. Anissa's challenge is to give her a Snowflake Flower

Anissa's request is to grow some snowflake flowers (in Winter) and give them to her before you propose her.
