I used the all songs cheat code and it said it worked but I still have the same songs

Make sure you have turned on the cheat before you go back to your song list. Some of the cheat codes have an on and off function and can be accessed in the cheats section under the options menu.

The same thing happened to me on my 360, the only conclusion I have come up with is that they didn't finish coding for the cheats and the only way to unlock them is by playing through career.
