You just need to keep training your current dolphins. Train them to their max then Finley will come and test your dolphins. Then he'll tell you about another dolphin you can friend. Eventually, he will tell you how to friend the Amazon River Dolphin (allowing you to open that one unseen spot past the log jam at Cortica River)

After Finley sees that you have the false killer whale he tells you to go find 11 dolphins and whales. Go to the amazon and go to the castle part. Next you will be called up by Jean-Eric. Then he will tell you what to do. Dive at the same place with the narwhal and the dolphin will be yours!
