Date of Question: Dec 1 2008 | Question ID: 133838 How or when do you unlock him. I've seen people post about using him but noone posted on how to unlock him and I checked the codes and all they head was vegeta's SSJ4 so if anyone can help me it would be very helpfully.

You have to beat the GT Saga to Unlock Vegeta SSJ4 :]

You have to unlock The GT saga. Once you do that You will go against nuova shenron using GT Goku. While fighting him you will turn to a SSj4
