I don't have the game yet so I don't know who it works but Is there a way to get old characters without having a memory file.

You don't need to have a Memory File to get Old Characters.
You unlock Characters here by going through the Story Mode.
And also By Playing the World Tournament on the Different
Difficulty settings.
And some by Gathering the Dragonballs.
