Question for Call of Duty: Modern Warfare - Reflex

I am level 55 2nd round of prestige mode & I can not kill some people with a lesser rank than I. I have had head shots & stun grenades & regular grenades & they stii do not die. Could you tell me why?

They could be hacking. Or
You could be missing. OR,
Sometimes I think the game has built in glitches. For instance, sometimes I just dominate with my RPD, like I can go 20 and 5 easy on any deathmatch....then all the sudden, my bullets seem to quit doing damage. I will switch classes for a while, then go back to my RPD class and I'm a killing machine again.
ALSO,
Some classes are just harder to hit. Like if somebody is running around with a P90 or a shotgun, they can be awful hard to get a bead on.
