I keep hearing about this "perfect" town rating. What exactly does this mean, and how do you earn it?

Basicly, your town's lawn must be perfect. There can be NOTHING on the ground, including weeds, clovers, items, fruit, designs, dead flowers (that includes dandilion puffs), or shells. You also must have nothing buried underground, and have as many live flowers as you can (rare and black (not dead, black) flowers (such as the jacob's ladder or 4 leaf clover) will really help, too). Be warned: it is extremly hard and not for the lazy, time-jumpy, or faint of heart. It takes a long and gruelling expirience to get your town "perfect". You can check your town's status by selecting 'The Environment!' at town hall.
Hope it helps!
Ok forget what other people tell you, they're stupid, if y really want a perfect town all you really have to make sure is that you have alot of flowers!!! I'm talkin bout maybe 3 flowers per acre and 12 trees per acre thats the easiest way...it doesnt matter if you have designs on the floor or fruit either, weeds are really important too theyre are as bad as flowers are good, so lets say you have 20 flowers and 2 weeds, itll be as if you only have 18 flowers...
