After talking to red's store you walk around your town for a while. One of your towns folk will talk to you about Red's shop and ask if you want to join. They will send you a letter to join Red's shop and bring some bells with you theres a fee to join when you get the letter. A friend over wifi can also give you the letter.
What he said but be carefull, redd sells paintings but there almost always fakes and his furniture is usualy about 2x or 3x that at nooks.
