The following characters become unlocked when you complete the corresponding task.
Unlock Zetsu:
Use Susan-o 5 times with Sasuke in Vs mode.
Unlock Pain:
Beat every mission with each Ataksuki member with a Hokage rank.
This feature becomes available by doing the Ultimate Nine-Tailed Naruto and Second State Sasuke S Rank missions and getting rank Head Ninja or Hokage.
When you have played over 600 battles this feature will become available.
When you reach 30% mission completion for a character their voice will become unlocked.
The following features become available options when you reach the indicated stage of the game in the indicated 2-Player mode.
Unlock 2-Player Time Attack:
Get at least Jonin in 2-Player Score Attack.
Unlock 2-Player Survival:
Get at least Jonin in 2-Player Time Attack.
This feature which is the last bar in 'Extras' lets you view Story mode cutscenes without playing Story mode. It is enabled when you complete Story mode on the Level 4 difficulty.
This feature becomes available when you change the difficulty to level 2 and beat U.N.T Naruto and Sasuke SS Last Missions.
An alternate way to unlock the bonus characters is by fighting in lots of battles. Below is a list of the bonus characters that can be unlocked and the amount of battles you have to have fought before they become unlocked.
Unlock Baki:
Fight in 350 battles
Unlock Anko:
Fight in 350 battles
Unlock Itachi:
Fight in 400 battles
Unlock Kabuto:
Fight in 500 battles
Unlock Kagura:
Fight in 650 battles
Unlock Awakened Hinata:
Fight in 700 battles.
Unlock Kyuubi Naruto:
Fight in 750 battles
Unlock Second State Sasuke:
Fight in 800 battles
The following bonus features become available options when you complete the indicated task.
Unlock Kumite Mode:
Come in 1st place on Score Attack mode.
Unlock Survival Mode:
Come in 1st place on Time Attack mode.
The following bonus characters can only be unlocked when you beat the first 2 missions and the last 3 missions with Jonin Rank or higher for each character.
Unlock Awakened Hinata:
Beat the 1st and 2nd missions then the last three missions with Jonin rank or higher.
Unlock Second State Sasuke:
Beat the 1st and 2nd missions then the last three missions with Jonin rank or higher.
Unlock Ultimate Nine Tailed Naruto:
Beat the 1st and 2nd missions then the last three missions with Jonin rank or higher.
Completing the indicated tasks during the game will unlock the corresponding bonus character.
Unlock Towa:
Complete Story mode.
Unlock Komachi:
Complete Story mode.
Unlock Kabuto:
Complete Baki
Unlock Anko:
Complete Orochimaru's 1st and 2nd missions.
Unlock Bando:
Complete Kabuto's 1st and 2nd missions.
Unlock Itachi:
Complete Sasuke's 1st and 2nd missions.
Unlock Kagura:
Complete Bando's 1st and 2nd missions.
Unlock Kisame:
Complete Itachi, Guy and Asuma's 1st and 2nd missions.
Unlock Kurenai:
Complete Kiba, Hinata and Shino's 1st and 2nd missions.
Unlock Orochimaru:
Complete both Jiraiya and Tsunade's 1st and 2nd missions.
Unlock Baki:
Complete Gaara, Temari and Kankuro's 1st and 2nd missions.
Unlock Asuma:
Complete Ino, Shikamaru, Choji and Kurenai's 1st and 2nd missions.
First you get 50 percent on Hinata and Neji and you can check this by going into extras then,the rankings and finally, mission complete. Good luck

First of all, almost all of the other 'correct' ways to do this are wrong. First unlock everyone but the second versions of sasuke, naruto, and hinata(and have story mode completed)! Then, go to mission mode, and complete 50% for Sasuke, Naruto, and Hinata. The way you check this is by going to the 'extras' section, then 'rankings', then 'mission completion'. By doing that you will definetly unlock the second naruto and sasuke. However, you may not unlock hinata, if this happens to you, then complete 50%of Neji's missions too. And remember, [b][/b] GETTING APPRENTICE WILL COUNT AS COMPLETING A MISSION TOO!!!!

Before doing this defeat asuma first when they are talkin then press A,A,A,B,B C and Z, and repeat it 2x
UNT Naruto- Naruto's 1st and 2nd missions and last 3 with jonin rank or higher. Also, with more than 50 percent mission completion.
Second State Sasuke- Same with naruto except with sasuke
Awakened Hinata- same with naruto except with Hinata AND Neji
Itachi- 30 Percent mission completion total with Asuma, Kakashi and Kurenai
Kabuto- Unlock all characters except UNT naruto A. Hinata SS Sasuke Kagura and Bando
Baki- 30 percent Mssion completion total with Gaara Temari and Kankuro
Kurenai- 30 mission completion with hinata shino and kiba
Asuma- 30 percent mission completion with total with Ino Shikamaru and Choji
Kisame- 30 percent mission completion total with Asuma, Itachi and Guy
Anko- 15 percent mission completion with Orochimaru
Towa and komachi- complete story mode difficulty 2
Yagao- 30 mission completion with Baki Towa and Komachi
Bando- 30 percent mission completion with Kabuto and Baki
Orochimaru- 30 percent mission completion with Tsunade and Jiraiya
Kagura- 30 percent mission completion with Yagao, Tsunade and Bando
Attack power 4- make it to 30 wins on Survival.
Ok All you have to do is battle 800 battles to unlock ever character
Including U.N.t naruto,Cs2 sasuke and Awakened hinata
Kumite mode-survival(1st)
Survival-score attack(1st)
Orochimaru-get head ninja on tsunade and jariahs 1st and 2nd mision and maybe one of there last
Anko-beat orochimarus 1st and 2nd mision with head ninja rank
Komachi and towa-beat story mode
Nine-tail naruto-get hokage rank on narutos 1st and 2nd mission and head ninja on his 2nd to last 2 missions (note you need 700 or 750 battles and passibly kabutos 1st as hokage)
2nd state sasuke-same as u.n.t. Naruto but with sasuke
Awakened hinata-sasme as u.n.t. Naruto but with hinata and neji
Bando-I don't remember exactly but I think that it had someting to do with kabuto
Kagura-alot like naruto but no amount of battles so do bandos 1st and 2nd with hokage and 2nd to last missions with head ninja
Baki-tamaris and gaaras first 2 and 2nd to last 2 (may need head ninja or hokage ranks)
Kabuto-bakis 1st 2 missions with hokage and 2nd to last 2 with head ninja
Yugao-same as kabuto but may require sertain amount of battles
And I know alot of you want this
Final valley- u.n.t. Narutos and 2nd state sasukes last battles (note: I will post tips on how to get good ranks and wins as some people
