1: Star is after first ramp, although you can pop the yellow balloon and get it that way. |

You have to get first place in the race. If you have the other race when you win the first race you unlock on the world, and the second world isn't unlocking, try coming first on that one. Then it should open up the next world. If you have already won both races, try seing the map and pressing it. |
