These will be unlocked after completing the Act II mission, “A Risky Bid”. First, you have to locate the auction bidder then hack his phone to get the briefcase's location. Once you know it, head to the marked location in the map and find the briefcase by hacking the security routers to get a camera feed where the actual briefcases are hidden. You can fast-travel between locations while finding the auction bidders and briefcases.

Brandon Docks

After finding this auction bidder in the dock, get near and hack his phone to eavesdrop to his conversation. Once the location of the briefcase is revealed, head to the marked location and access the security router by the parking lot.

After finding this auction bidder in the train yard, get near and hack his phone to eavesdrop to his conversation. Once the location of the briefcase is revealed, head to the marked location and access the security router in an alley entrance, beside a blocker.

Mad Mile

Find the auction bidder and hack his phone. The security router you must hack is found way back in Brandon Docks near your hideout to the north. The security layer is quite easy to break through so you won't have troubles finding the briefcase.

Find the next bidder in the walkway between the two buildings as marked in the map. Next, travel all the way down to Parker Square to find the building where the briefcase is located. Find the vulnerable security router and hack it. Scan the briefcase to complete this activity.

Parker Square

Find the bidder in the marina and hack his phone. Once the briefcase's location is revealed, head there and hack the security router. Scan the briefcase to complete this activity.

The second bidder is located in Parker Square's Botanical Garden to the north. After knowing the location of the briefcase, head there and hack the security router. Scan the briefcase to complete this activity.

Pawnee

Find the auction bidder and hack his phone. The security router you must hack is found way back in Brandon Docks. The security layer is quite easy to break through so you won't have troubles finding the briefcase.

The Loop

Find the auction bidder in the marked location. Go near him and hack his phone. Next, go to the briefcase's location in the map.

The Wards

You'll find the auction bidder in the backyard of some residential houses. The briefcase location is located way up to Mad Mile. Good thing it's near your hideout where you can fast-travel (as long as you have unlocked the ctOS tower in the immediate area) You can find the security router in the ground floor hallway of the building.

Special Mission

After finding all briefcases, you have to locate Demarco. Head to the marked location and start the mission. Find the security router to Demarco's building and hack it. After successfully Hacking in, hack the phone of the corrupt police officer to learn that they're going to move Demarco.

You have to intercept the convoy before they reach the warehouse. Prepare to lose some reputation since you're going to kill some cops. The best way to deal with this is to follow them then activate a blocker or steam pipe to stop their tracks. Get out of your vehicle and blow up the car Demarco is in. You'll also unlock the trophy “Revoking Client Privileges”
