Head to the marked location in Oakland and pick up the marked payphone to start the mission. Head to the FBI’s building next and take the elevator. The whole floor is obviously restricted and even the employees will try to drive you away or report your position if they see you. Move behind covers and utilize the cameras and distractions to quietly tag the hostiles or take them down silently. While on this floor, you have to place a transceiver on the antenna first before infiltrating the FBI server room ahead. Follow the marker and deal with the roving guard before the door leading to the stairs to the antenna.
Go upstairs to the antenna and get rid of the workers by knocking them out then make your way to the base of the antenna itself. After reaching it, you have to complete a network bypass to unlock the ctOS box. You have to connect all four data flows back to the central router. Refer to the video below to know how to resolve the puzzle.
After planting the transceiver, head to the next area across a narrow walkway leading to the server rooms. The server rooms require an access key which is carried by an FBI agent while the normal locked doors require hacking the CCT near the hallway entrance. Do your best to maintain your stealth to make your infiltration a lot easier. As long as you single out lone agents, you should be able to eliminate all hostiles in the area. Hack the CCT first then make your way to the agent carrying the access code and hack the marked server.
Once done, leave the area immediately. If you haven’t triggered any call for reinforcements then you can simply walk out the FBI building’s front door and leave the mission area to complete the mission.
