Use it to get the access key from one of the gang members then use it to open the double-doors leading to the dog arena. Take out the lone guard there then continue to the newly-opened door. Keep your weapon ready and move from cover to cover. There are two paths you can take, leading to the room where Pablo is staying. However, make sure to avoid getting seen by the dogs since they’ll alert their owners, even if they’re already subjected to dismal conditions.

Anyway, Pablo himself is heavily armored so powerful weapons like a shotgun at short range or high-powered rifle should be enough to deal with him. Make it a habit to leave proximity triggers along corridors and stairs to avoid getting surrounded if ever you get detected or if the shooting starts. Work your way through his men then take him out when you have the chance.

After taking out Pablo, leave the area. There will be at least three gang members waiting for you above so stay in cover and ambush the one that will be searching for you inside the meat shop. The other two will be on a lookout in one side of the area so it’s up to you if you want to kill them or you want to exit through another alley to leave the area.
