There are three different NPCs which you can hack the phones to start this mission. You only need to hack one of them so choose whoever you want track down.

One is located in the Palace of Fine Arts leaning on a pillar

Head to the target’s apartment and climb up the ledges in the northern part of the apartment to reach the rooftop where the ctOS junction box is located.

Once you’re in, dial 911 then start messing around with any objects you can interact to troll the swatter and get the taste of his own medicine. Mission complete afterward.
