Final Puzzle

I have reached the final puzzle and am ready to solve the puzzle however, I cannot solve this puzzle. I have three key pieces left and cannot figure out where thet go. The pieces are the gear, the captain's wheel and the 9 type key. Help me to solve this final puzzle and discover who the thief is.
