The most likely problem that describes your scenario is that you're lagging. Homefront runs on dedicated servers, and as THQ and Kaos Studios were not prepared for so many people to be playing their game, players are often connected to very distant servers that they have a poor connection to. THQ has announced that a patch will be released shortly to fix these issues.

If you're sure your connection to the server was good, then there is another way this could be happening. This game has no bullet penetration, so if someone is shooting through walls at you they are modding or hacking the game in some fashion. Since you're on the Xbox, the most likely scenario would be you playing against someone who is using a JTAG Xbox. There's nothing you can really do to prevent this, as they are banned but unban themselves quite easily.
