The Rathalos is the easiest to fight once you figure out it's moves. To fight a Rathalos, I'd just use the armor with the highest defense and no negative fire resistance (Rathian or Barroth armor?). For your weapon... Only sword and shield? Why is that? Anyways, use whichever one you think would help the most. It's really more of a choice between poisoning the monster, paralyzing the monster, or more damage with the water element.

You can get power paddles by killing Ludroth in the Moga Woods and doing the hunt report through Junior.
The only way to get a Rathalos Tail is co carve it from it's severed tail. There's nothing you can do to increase your chances of getting a tail while carving it.
Break both horns. Event quests usually raise the percentage of getting this item, and doing it on high rank alone puts it up to 24%

Rathian plates are extremely hard to get. You can increase your chances of getting one by A.) wounding Rathian's face B.) cutting off Rathian's tail and carving it and C.) capturing the Rathian. This will put your chances up to around 5-15% for getting a rathian plate.
As for your HR 18, try doing quests you haven't done yet. Certain quests must be done for the urgent to appear.
Fertile mud can be obtained from barroth, and as you may know fighting the barroth is hard in this point in the game. Just go on the recruiting server in the online service and make a city with the goal set as barroth. People will show up eventually.
