You can only obtain Darkrai if you obtained the Member's Card Event. The Event ended a long time ago. If you didn't get it, you can't find Darkrai within the Game.

However, you can still obtain a Darkrai by Trade or an Action Replay Code.

You're only allowed to have Six Pokemon in your Party. The rest of your Pokemon can be accessed by using any PC in any Pokemon Center.

You won't be able to go to Icirrus City until you have defeated the Elite Four.

After you have defeated the Elite Four, you can get to Icirrus City by going through Twist Mountain or by going west of Opelucid City through Route 9, Tubeline Bridge, and Route 8.
