While it may not be entirely all that obvious to the casual player, when a Mission or a Quest/Task is added to the game with a generic sounding goal or description, particularly when that action appears to be about as unrelated with the current story-mode, special, or Holiday Event as you can get, well then, it is most likely a Recurring Undefined Quest.
There are a small number of recurring and undefined quests already present in the game that may or may not have additional requirements (like Rank or having built a structure, or having a specific character present as a resident in your game) as such, that will require you to comply with their prerequisites. The idea being largely to fill a Content gap or otherwise provide additional action efforts in order to fluff-out an ongoing series.
That is to say, in very simple and basic terms, that these are quests with little or no requirements save for Level and the presence of the Buildings that are associated with the quests or within which they take place whose purpose is to stretch out Game Play in terms of time as well as effort so as to make the ongoing story arc make more time-sense.
It is thus our position that the purpose of this special quest type seems to be to provide a sort of pool of gap-quests that the game can use when there is no scripted and qualified quest available and where the use of a recurring quest is preferable to a lengthy period of inactivity and/or silence.
Based upon the admittedly limited History of Game Play presently available, these also appear to be used during periods between special and holiday events and, obviously, where a pause exists in The Story.
It should appear obvious that the following Quests qualify under the intentionally narrow definition used above pretty much without exception, right?

The addition of Springfield Penitentiary finally provides a place within which to house the dastardly felons who saw horror of the near-total destruction of Springfield as an opportunity to loot, pillage, and steal from the ravaged environs a proper air-conditioned Internet-connected recreational facility from which to live while serving out their... Wait a minute.... You call that hard time?!
Well the very least that we can do is punish them by giving Ned mandatory and complete access to each and every one of those wards of the state so that he has an opportunity to convert them to God-fearing and relatively useless members of society!
To complete this gap-Quest, make sure that you (A) have built a fine and secure Springfield Penitentiary preferably placed in some inconvenient location at which the inmates can see (but not access) as many of the things on the outside of the walls that make them rue being on the inside. This is a random-character quest that can be flagged at any level or time AFTER you have placed a Kwik-E-Mart in your town, and appears under the Recurring and Undefined Quests heading. It may designate Lisa, Homer, Marge, or another character. Simply complete he quest with that character in order to complete it for the reward stipulated above...
