Sadly we must confirm that this was one of the very brief timed-events - though the TV show Tie-In Events are often so. What that means is, if you logged into the game on 8 January 2014 you received the free character named Kumiko, and if you did not, well then you did not.
The TV episode is titled “Married to the Blob” and is the twelfth promotional tie-in to be part of Tapped Out.
The in-game Content is unleashed on 8 January, 2014 to all players -- there does not appear to be any prerequisites for it -- via the awarding of the new (free) character named Kumiko.
In addition to the new character (who has a Mission set of her own for players to complete) the limited time structure from last Valentine's Day (The Swanky Fish restaurant) returns for a limited time as a Premium Item (see the Items List at the bottom of this page for more information). If you plant to buy this it is suggested you do so quickly.
As if the entire episode was based upon an event torn from the headlines -- err -- ripped from the Internet? Eh, whatever!
Anyways, it seems that Homer Simpson has managed to threaten to utterly destroy a new relationship between The Comic Book Guy and a very pretty (and very young) Japanese woman who happens to be something of an artist and a manga fan whose name is Kumiko.
Bearing in mind that this may very well be the first/last/only opportunity that The Comic Book Guy has to have such a relationship you know, ever, The Comic Book Guy is very keen to seal the deal and get married to this PYT (Pretty Young Thing) before she comes to her senses!
Right about then as fate would have it, the famous comic book publisher, writer, and guru Stan Freaking Lee drops into Springfield and visits the Android's Closet -- which is of course the store that The Comic Book Guy owns -- and helpfully dispenses some much needed advice on comics and romance.

After Kumiko us added to your Springfield she immediately unlocks and flags this very brief three-part quest, which consists of the following Parts:
It's sad I ended up missing this event. I really liked Kumiko.
