Head to Shibuya’s first area, the Front Crosswalk. To the southeast corner you’ll find the dog statue. Examine it to summon Cerberus.

LV38 Hell Horde

Weak: Ice

Repel: Fire

Null: Light, Dark

Exploit its weakness using ice attacks. After taking enough damage, it will run away. Burroughs will track down the Demons and mark their location in the map. Refer to your map to find them. The first stop should be in 108 Building. Take care not to engage any enemies along the way or take too long since the horde will change locations. After catching up with it, deal enough damage and it will run away again.

The next location should be in Dogenzaka. Since there’s no immediate way of going there, go to the Underground District C then exit to the southeast to reach Shibuya Station West Entrance. From there, enter Inside Mark City then exit to Dogenzaka. Find the demon and fight it again. Deal enough damage and it will run once more.

Head back to Inside Mark City then exit to the Shibuya Station West Entrance. This is the last stand of the demon so go ahead and take it out for the last time to complete the Quest.
