You just have to keep progressing in the game and he will eventually duel you. To progress make each one of your partners like you with 7 hearts full then go to the map the next day and there will be a special event the duel will be very difficult then the partner will like you and you get to choose another one. BTW theloneous viper is very hard.
3) when you beat the para dox bros the day after in the morning they will say something about editing their deck
To find viper it's just as easy to find anybody else. what i mean is viper could be anywhere.
I don't know how to get the chairman away.
When you have got a few hearts on your partner they will let you customize there deck.
Legit don't know if you play anymore, pretty sure you don't buuuuuut:
1) I played against prof. Viper while I was partnered with Jesse. I think he was my second or third partner.
2) After choosing Sadie or Dorothy as your partner, the chairman will be at the store filling in for them as whichever one you choose will be your partner. You can only get them to be your partner after completing the story mode with 5 Duelist 1 characters.
3) You can adjust their deck after completing maybe 5 or 4 of their hearts? But they will have cards that you can't remove because it's their favourite card. However, if you're asking when their deck changes into like an upgraded version of their deck, you have to choose them as your partner for a second time. Jaden for example will start having Neo spacians in his deck.
