I can't anwser you first question sorry and the awnser to your second is either A Clear the Stones of Wisdom mini-game with 50000 points
B Clear the game with all Page 1 characters
C Reach at least to Level 40

You don't download packs.You can download cards(you get 3 of the downloaded card) by visiting the yugioh site and downloading it there.

Same liked teba64. Go to their website inside the game and they'll list out all the cards you can download, not the packs.
