They are near the Obliesk Girls dorm in the lab. Go down as low as you can and when you get to the end of the 2nd set of stairs turn right and go back to the guy standing in front of the machines. On the left is where you combine your cards and get new ones. To the right is where you rent cards. When you duel with rented cards you lose some DP every duel you get into
