I just did it about an hour ago. Your body skill needs be at 10. It took me a while to get it up that high. I found that my sim gained more body skill points by harvesting food stuff that was close to the ground, as opposed to climbing trees and harvesting up there.

Because you need 10 body skill points you can do it by getting food and the other stuff

Get all the treasure pieces . Then get body points 10. Then go to west beach.come near the raft and then head north east. Look for a big rock. Come near it. Press X to inspect the rock. Once it is removed you'll see a tunnel. Get in. You will be on a new island called " Pirates Cove" go onto the ship. You'll see a chest. Open it. Now you will get the treasureJBondage1 answered:
it doesnt matter what body skill your at, you need all treasure map pieces to move the boulder. I moved it when my body skill was about 6
