I'm not sure about the room mates, but you play Howling Hoedown in the bar in Deadtree. Go over to the jukebox (i think you have to talk to the bartender guy, and there should be a green dollar sign on the jukebox after)

You invite someone over. Make sure you are full on chat and flirt. Then when you click greet it should give you the room mate option.
