You pass the inspection by having the bovinomicon which you get from the cash register in the kine dairy, then you obviously have to read it, then you must flirt with Sara Starthe women in the brown gown four times to get relationship of 4 then select talk to and ask to show you the sunrise kine ritual and then you must go to the cow idol between 6 am and 2 pm and perform it and finally you have to chat to Sinjin four times to get friendship 4 and then press talk to again and you should pass hope that is helpful.
