You have to go on the docks in goo lagoon and then you will get to a part where you can't go anymore and if stay there for a littlew while and occacionally move forward on your bottom screen a pic will come up like it does when you change areas.

You need to go to goo lagoon.then step in to the summon sea creature sign.after you jump to the shells,you will see a pic in the bubble that says goo lagoon pier.that's where manray is.hint: if you encounter manray,you will see two balloon like with a light.you just need to target it w/water ballooon. And when manray comes,target him..hope will help u!!!
