They can't be changed.they can be changed in most wanted,underground 2,etc.

Thats the way the game works as I play the game even I accomplish the bar or the meter I can't find the option to upgrade it maybe it is automatically upgrading, but for me I can't see the difference from the first car I use then when it is upgraded but in such a way just enjoy it

The car automatically upgrades itself. For example when you unlock nitrous you gt two goes to use nitrous
