How to unlock all characters?

You can't PLAY THEM!
BUT YOU CAN SEE THEM

You can unlock them if you finish the game

You can unlock characters by finishing the game but you can only use them at ultimate road chapters because there is no battle mode

I'm up too the 5 kage summit is that last chapter? Because idk of I finished the game :/

Well I've just started the game but I'm pretty sure it like all the other games in the series. Just play throught story moed and the extra mission that about all you can do

Hey guys. Beat the game 2 days after I got it. Yes the five kage summit is the end but only of ultimate road. Keep discovering stuff and doing stuff till you get all red 100%'s like I did. It's fun 2. U can use them outside of ultimate road because they don't have you choose the one on one characters which I would have wanted but they do have tag and extra missions. I submitted a bunch well a few cheats. Bout 6 I think. I also have a funny glitch under hints which lets you dissapear at the mission complete thingy. And plus you finish ultimate road to get all characters not the whole game! You can still get tag/extra missions, wallpapers, muu=sic, andetc. The game is more than ultimate road. There couldve been a vs. Mode though. Tht would have been good but there's more to the game than what you guys are saying. Im the first one out of all the sights of naruto ultimate impact or just cheat sites in general to submit a real game cheat. And yes, I checked with the internet and stuff because theres this cool site I forgot the name but ill find it for you that show every cheat site in the world from A-Z and you type in a game and it will say yes or no beside the site picture if there is one so you can see before you go to that site. Anyways, thats all. Didnt mean to get out of the question but you had to know all that!

Yes you can play with both characters at ultimate road when you have completed the game with all chapters 100percent I discovered one cheat keep on defeatin bounty's and you will complete all trump cards

Hey Guys!! There are only 27or28 characters all in all in the game, I don't know if you can use the other characters from before because I already finish the game but there's nothing new about it, The only thing left to do is to kill all the bounty(the mission which has a ninja mask on it) and also the tag and extra missions,, I think it would have been better if there is a vs mode or fighting mode,, T_T
