Well I don't know the gathering hall but the catelder nargacuga is 8 star lvl
The elder cat offers the Nargacuga quest as an urgent quest after completing the 8* quests.
In the gathering hall, there are two 8* nargacuga quests. There are also three G - Level 2* Nargacuga quest. One of those three is a dual Nargacuga quest.
