Hi I already have the full set of the armor in the title but I can't have the helmet and I can't activate it's skills please help. Thanks!

For the helm you need: 1 Azure Rathalos wing, 3 Azure Rathalos scales, 2 Azure Rathalos shell and 2 Dragonite ore. It costs 6900z.
You most likely need the wing, it's hard to get so trap the Azure Rathalos instead of killing it to improve your chances, also braking it's wings helps too.
