You can carve it by killing the Rathalos theres a quest for it in the guild hall

The best way is to kill a Rathalos and try and cut the breakable parts of the monster to increase the chance of getting the material you should get as a reward at the end of the quest.

In the high rank, or you can get it from elder granny quest (LV6,Trouble Some Pair)
