How do I get this items and how do I unlock normal Lao because I've done HR5 one.

Lao Shan Horn, scale n shell can be gotten from Lao Shan Lung.
To unlock normal Lao, U have to clear all Hr 2 or 3 quest (4got which,, so try clearing any 1st). When U unlock normal Lao, you can also unlock the elder dragons like chameleos n teostra (Hr 3) if you unlock normal Lao
Pty you coz the Gathering quests are a pain
