I have got three missioms left to do in the level 3 quests for the elder outside the gathering hall. I would like to know if I have to finsh the rest of the quests or just do the last 3 to get to level 4

You usually don't have to do all the quests but you do have to do all but one on each level.if you have to do all of them I can't remember it's been awhile since I was there
