Once you get 73 percent of the game done in Los Angeles and you win the Downtown Tournament it will be unlocked.
I am 79% done with la but there is no racing going on and noting to do I want to go to toyo but I
can't becaus the dam audi R8 wount unlock so I can't do the last vew racing.because of the R8
And. By the way no cheats work on psp but if you want to have the fastest car in la it's the mercedes - benz s 600 and the gt car but go for the benz and the bike ducati 06 999r
I was on 88% and Tokyo wasn't unlocked. I just kept getting messages saying "get some experience racing exotics" but there were no races to do! Then I realized you have to be really careful and check the messages by pressing 'select' and 'triangle' frequently to make sure you are always doing what is required otherwise you can finish all the races without finishing the missions, so just be aware of that. It was annoying because I didn't have a previous save so I had to start all over again... -___- now I just finished L.A and am on about 10% Tokyo, Tokyo is a lot easier btw.
