Thats just an easter egg added from the original megaman x on snes. It allows you to use ruy's Hadoken from street fighter. Its an awsome move but you can only get it after you have finished the game. Unlike the original you on snes where you could of have gotten it a lot sooner. This move kills ANY boss in one hit. You have to have full life in order to use it. Once you loss life then you have to get full life again to use it. While standing press down and then move your finger to the foward possition and press the fire button. ( Down, Right + Fire button)
