You evolve it then battle him with it

You get a COLT while battling the tournament at Kilomanjaro, then you can level it up one or two to evolve it into MAX. Take it to Berlin, and fight Rolf with it. After you get a Salma MAX.

It sucked hardcore now I will never ever get tigershark because nobody in the world won't tell me how to give rolf a max roarhide
