I think you have to have all the other upgrades done first to get the hothouse.

In order to get a hot house you must Upgrade your House to it's maximum at get your chicken coop and Barn also upgraded then talk again to gotz and the last upgradable is the Hothouse this is where you can plant any seeds at anytime so it's really useful but it may be destroyed by a Storm or a Hurricane maybe 2-3 times of these occurances may cause it

HINT:To prevent the hothouse from being destroyed by a Storm or a Hurricane, put your dog in the hothouse.But do not leave your dog in there.... Every time the news says a storm or hurricane is coming, put your dog in the hothouse.This is what I heard, not 100% true but you might want to try it.If it helps then I feel happy for you^^.
