I think Cliff won't propose to you yet if your house isn't in the last extension.
You have to have all your extensions complete, THEN go to Mother's Hill after 10 o'clock. He'll ask you if you like him, then he'll say his heart starts beating fast everytime he sees you. He'll ask you to marry him, then tell him yes. Worked for me!
You know, I married Cliff when I only have my 2nd house extension, same goes with the other bachelors.. ( except Kai cause' I'm having trouble with him right now... )
