I am in the fourth year in the girl version, and Cliff is at red heart level.
However I can't seem to activate all of the heart events, this is the second time I've restarted the game and I'm really starting to get frustrated!
Please help! How do I make him marry me, I know it's just a game but now it's a personal vendetta! I've wasted too much time on this game to not meet my goal.

You first have to get the second house extension after that you should be good.

There are a few events you need to go through in order for him to propose. Of course if he's asking you if he should keep relying in duke and manna's kindness, you've done the first step.
Now,you should go to the ,mountain peak after 10pm and then he'll be there. Select the first option.
Go to the cellar of the vineyard the next day (if it's open) and another cut scene will happen, but I don't want to spoil it for you.
Finally, go to the mountain peak one final time and select the first option.
One week later, cliff should come by your house and offer you the blue feather
