You get it I belive after spring at the pier BUT there is one thing.you have to be there before 10AM at the end of the pier.there you will see a man.talk to him before he leaves and then he gives it to you.He also appears around 7 or 9pm, but I don't think he gives it to you

Sigh, you have to go to the beach's pier on fri.sat. Or sun. At eight pm or eight am on fri. Sat. Or sun. Thats how I got mine
