Sunshine autos is up near the airport on the first island. If you come from the island wher you get the mansion in the first vice city game go left off the bridge then take the road that goes to the right at the side of the police station then takes the first left youll see it after a couple of seconds.
They do sell wen you get further in game you unlock stuff to buy
It's at the same place. And they do sell stuff when you finish missions.
