You can find a helicopter on the roof of your safehouse on the second island you have to pay for it though.

On the first irland go to the top of the map where the armer shop is. Theirs a police station go to the back you should see a police riot van their. And some steps, go up them and you'll see a sloup, go up their you should see a helicopter. Or on the secound irland the police station at the middile of the map has some stairs too go up,them and you should see one there aswell
