Yes you can do this in Vice City Stories, like the others GTA's, just pull up alongside a hooker and wait for them to hop in.
Of course, and you should already know how. The trick is finding a nice isolated spot to start the car jumping before you lose more money than you can regain by whacking the hooker afterward.
Yes you can. just pull up next to one walking in a undamaged exotic car (infernus) and honk your but off. If it works go to a remote place with nobody else around.
You don't need an exotic car, and you don't need to honk. Just pull up next to a hooker. Make sure it's a hooker, though, because some women many look like one but really aren't hookers.
