There randon but I no one is in vice city a building near the as station it's all messed up it's near the top usr a wepon to pop it

You can search the super cheats database for a map/guide to finding all 99 balloons, or search on google.

Use the map and hold X and choose red balloons

You can check your map to locate them all over in the city...
