There are 2 civil asset forfeiture impound locations...
1 across the road of the southern pay 'n' spray on the west island (1st island) that you bring cars and helicoptors to. the other is hard to explain... Go to the impound for cars and 'coptors and go west until you get to the sea. When at the sea, jump in. Start swimmng south until you get to a shelter. Thats the impound for water vehicles.

Well the first one is near the house or apartment phil gave you where the choas is or the mexican gang was and go to the end of your driveway and stop (put it in the camera behind the car first) take a right and take the first turnwen you get by the things that cum down like on the train tracks if it's not in front of you take a left and another right there it should be there the second one I will get bek to you on that
