Why in my psp my vice city stories in the airport there is no plane moving in the runway

Well, if you are still on the first island, all the planes are not allowed to fly because of the hurricane in the game. Later in the game, the hurricane will pass allowing planes, helicopters, AND boats to be found a around vice city.
